Affirmative Action Plan:
Affirmative action plans ensure that both small and large businesses providing goods and services to the federal government, either through direct or indirect means, maintain an active system capable of providing employment opportunities to all individuals regardless of race, gender, creed or status as a disabled person. According to the U.S. Department of Labor, approximately 22 percent of the civilian work force is covered by affirmative action and other contract compliance programs.

The Office of Federal Contract Compliance Programs, or the OFCCP, manages the enforcement of affirmative action programs under the umbrella of the U.S. Department of Labor.
Not every company or small business needs to follow affirmative action policies. Any contractor or subcontractor fulfilling a contract for the executive branch of the federal government agrees to honor an affirmative action clause in their contract when other requirements are met. For example, contractors in service or supply industries must have 50 or more employees and contracts in excess of $50,000 before a written affirmative action plan, or AAP, is required.
